In terms of industrial layout, the plan proposes that Yunnan Province will strive to create a new industrial development pattern of "one core, one district, two groups, and multiple points", and promote the high-quality development of the province's information industry under the new development pattern.


Zone 1: Focusing on the development of semiconductor display industry in Central Yunnan New Area, relying on the existing backbone enterprises such as Kunming Institute of Physics, Blue Crystal Technology, Northern Night Vision, BOE, etc., the introduction of Wuhan Changfei, Wuhan Fiberhome, Shenzhen O-film (9.310, 0.06, 0.65%) technology and other industry leading enterprises, focusing on the development of deep processing of materials and optoelectronic components, OLED microdisplays, semiconductor lighting devices, optical fibers and infrared optical components.


Two groups: one is the "silicon material cluster", mainly in Qujing, Baoshan, Lijiang and Chuxiong, focusing on the development of silicon electronic material industry clusters, focusing on the development of drones, robots (11.130, -0.07, -0.62%), mobile intelligent terminals, intelligent audio-visual equipment, wearable devices, on-board intelligent equipment, storage devices, intelligent educational equipment, display equipment, and intelligent retail equipment.

In addition, the "planning" also proposes that the electronic information manufacturing industry will focus on the development of new intelligent hardware, automotive electronics, new displays and semiconductor materials.


In terms of automotive electronics, we will vigorously develop on-board electronics and Internet of Vehicles systems, and introduce and cultivate the industrialization and upgrading of key and core components of automotive electronics, such as on-board chips, on-board displays, on-board sensors, network communication chips, and Beidou navigation chips.


In terms of new displays, we will further improve the new display industry chain, improve the supporting level of key materials and equipment, and accelerate the formation of independent development capabilities. Focus on the development of deep processing of materials and optoelectronic components, the layout of OLED microdisplays, semiconductor lighting devices, optical fibers and infrared optical components.


Adhere to the equal development of panel enterprises and supporting enterprises, and encourage panel enterprises and supporting enterprises to jointly develop key equipment and materials through a variety of cooperation methods, combined with AMOLED and other new-generation display technology process research and development. Give full play to the leading role of backbone enterprises in the industrial chain, guide enterprises to strengthen horizontal cooperation, achieve mutual trust and mutual recognition of upstream products, and encourage enterprises to increase the procurement of local materials and equipment.


In terms of semiconductor materials, we will vigorously develop panel manufacturing. Promote the expansion of the scale of the silicon-based OLED micro-display industry, support BOE (Chuangshijie) and Yunnan North Aored Optoelectronics to break through the large-scale production process and key technologies of 12-inch silicon-based OLED micro-display devices, and accelerate the continuous expansion of the existing 8-inch/12-inch silicon-based production lines. Actively lay out new large-size LED display fields such as Micro LED/Mini LED, and focus on the manufacturing field of Micro LED/Mini LED display to attract investment in the industrial chain of "point to surface".


In addition, the whole machine enterprise drives the agglomeration of the industrial chain. Promote BOE (Chuangshijie) and Lanjing Technology and other enterprises to build a national innovation center for microdisplay in Yunnan, focusing on R&D in the fields of upstream silicon-based OLED driver chips, core devices and materials, and equipment, and continuously improve the comprehensive competitiveness of domestic silicon-based OLED products and the independent and controllable ability of the industrial chain.


At the same time, it will cultivate and develop optical fiber preforms, silicon carbide/gallium nitride single crystals, infrared civil machines, sapphire/silicon carbide/gallium nitride epitaxy and devices. Attract supporting enterprises in the fields of MOCVD, sputtering targets, transfer equipment and other fields to settle in Yunnan, and promote the construction of a new display industry chain covering upstream and downstream in Yunnan.
